Alumacraft Navigator Rod Holder Install?

I bought a 2012 Alumacraft Navigator tiller last fall and I need to install the Folbe rod holders that I picked up, with 6 bases. This boat doesn't have the track system.

I searched this site and others and several guys have
1) installed the flush mounts with other brands
2) use side mounts, but only affix the top two screws to the side rail.
3) The most common that I've seen is to install a rail but I can't do that because of the custom boat cover.

Drilling the 1 5/8" holes for the flush mounts scares me a bit with the narrow gunnels.

I can't use the pedestal bases on top of the gunnel because my cover won't fit.

With the side mounts, I can only secure the top two screws because the side of the gunnel is narrow.

What do you recommend?

I'm leaning towards the side mount application, but wonder if it will be sturdy enough for muskie trolling.
