What's with all the expired regestration

I've noticed a large increase of homeowners along the river that seem to think they don't need to register their pontoons. I counted a total of 4 pontoons and 1 boat with 2012 or older tabs. I have a hard time believing that you can repeatedly uncover you pontoon and tie it to your dock repeatedly without noticing that your registration is expired.

I don't like to rant but for some reason it rubs me the wrong way seeing the number of boats on one small stretch of river.
