looks like a resident juvi blue bill, can't see the bill well enough for other markings, young bills and ring neck ducks look similar whn not plummed out.

yeah its a hen.
and I am relatively new to the sport but I don't think its a ring neck because the bill didn't have the white strips on it. But It could be a blue bill.

If I had to put money on it from the pic, I would say a Hen Ringneck, aka. Ringbill. If I could see the bill better, my odds would be better. Hens don't have as distinct of a ring around the bill and it does have the little white around the eye. I think a bluebill's bill is a bit wider.

Was it a single comin in low or a low flyin family group?,young bird like that wouldn't have much if any bill markings if it was a ring neck.

I'm no expert but I think it is hard to tell because it is young. The bill wouldn't be defined and I doubt the wing/flight feathers would be either.

I been a birder since 1957,It all started with duck hunting and IDing them,Then progressed.I,m not a hard core fanatic but enjoy it!
My guess is its a immature female lessor scaulp, a hen ringneck would show signs of the white on the base of the bill along with the dim white bill ring.
I,m sure it is a scaulp or ringneck by its feet,So lessor scaulp is what I assume.
