Trolling with 2 lines alone

We were trolling on Millelacs Lake and watched a guy trolling alone with 2 lines. Is this even legal?

There are some guys here much better at interpreting the law than me so by no means am I an expert. But in the summer in MN you can only fish 1 line and I'd think what the guy was doing was illegal if he had 2 lines out by himself.

Personally I think some of the fishing/game laws in MN are too strict but I always abide by them or try my best to. I don't want to risk losing my license or gear just to have an extra line out. I know many people don't follow the law, especially with fishing lines in the winter. To each their own I guess, the reward just isn't worth the risk to me.
