Hello. I’ve read a lot over the past few years regarding problem many of us have in getting shiners for walleye opener or now in the winter. Seems most of the problem is how or why the DNR does not allow them into the State of MN from other nearby States (WI, IA, ND, SD etc). It’s amazing that their is such a high demand for them, but no supply and DNR not doing anything about it now for years.
I fish Lake Mille Lacs and drive up from the cities either on Hwy 169 or up Hwy 35. Are their any bait stores that have shiners on a consistent basis because they have their own pond which they harvest them from that you can suggest?

It’s not the DNRs or any other government agencies place to do something about it.
It’s up to someone in the private sector to decide there is enough demand to make it worthwhile financially to produce shiners in MN that are legal. If it was profitable I’m sure several bait wholesalers would already be doing it.

Not sure if digging a pond is really what you want to do or if your question above is just meant to be a sarcastic statement ,or you were just joking around about the minnow issue ,but digging ponds in Mn can be not as easy as one might think , even when it would be on your own property . Federal , state , and county regs can come into the picture in so many different ways . Potential “red tape” issues dealing with existing or non existing wetlands, or just where the pond can be placed or where the dirt goes from the dug hole , or altering natural flow or runoff that may effect neighboring property owners and cause flooding on their property . There are potential costs that could arise pulling necessary permits , just to name a few .
Its not the best idea to go ahead and just dig and hope that nobody becomes aware of your new pond . You risk Cease and Desist orders , and the costs that may go with it , and possible fines that may go with also . Crazy as all this sounds ,especially on your own property we’re one might think nothing of doing such a thing . I’m sure many property owners have just dug a pond not knowing about all the regs that deal with doing such a thing , and many ponds have been dug by property owners that just hoped for the best and nothing bad has ever become of it….. Ahh ain’t life grand , I know it’s just a pond !
